PAN-Aadhaar linkage mandatory for filing I-T returns for AY 2019-20: SC

The court's direction came on an appeal filed by the Centre against a Delhi High Court order allowing two persons to file ITR for 2018-19 without linking their Aadhaar and PAN numbers.

Linking Aadhaar with the Permanent Account Number (PAN) will be mandatory for filing Income Tax Return for the assessment year 2019-20, the apex court has clarified in a ruling. With this, the court has turned the order given by the Delhi High Court early last year.
“For the assessment year 2019-20, the Income Tax Return shall be filed in terms of the judgment passed by this Court,” a Bench comprising Justice AK Sikri and Justice S Abdul Nazeer ruled in Special Leave Petition (Civil) involving Union of India as petitioner and Shreya Sen & ANR as respondent. This means if PAN is not linked with Aadhaar, the tax return will not be accepted. The Central Board of Direct Taxes (CBDT) has extended the date to link PAN with Aadhaar till March 31, 2019.

The government had filed an SLP (Civil) in the apex court against the decision by the Delhi High Court last February. The court had permitted the respondents herein to file the Income Tax Return for the Assessment Year 2018-19 without linking of their Aadhaar and PAN numbers and it was also directed that the Income Tax Department would not insist on producing their number of Aadhaar enrolment. The aforesaid order was passed by the High Court having regard to the fact that the matter was pending consideration in this court.

Practical difficulty
According to the apex court Bench, thereafter, the Court has decided the matter and upheld the vires of section 139AA of the Income Tax Act. “In view thereof, linkage of PAN with Aadhaar is mandatory,” it said. In so far as assessment year 2018-19 is concerned, the Bench noted the point raised by the counsel appearing for the respondents that the respondents had filed the income tax returns in terms of the orders of the High Court and the assessment has also been complete. Keeping the practical difficulty in mind, the Bench gave its order for returns to be filed for the assessment year 2019-20.

The apex court, in its ruling on Aadhaar last September, made it clear that an individual has to furnish his/her Aadhaar number or the enrolment ID while filing Income Tax returns. It has also made Aadhaar-PAN card linking mandatory as well as the requirement of Aadhaar when applying for PAN card. The new order has been giving taking cognizance of September ruling.

Penalty for late filing
It may be noted that details of income, saving etc. for the financial year ending March 31, 2019 must be given in the income tax return for the assessment year 2019-20. For the assessment year 2019-20, salaried individual and individuals (non-audit) cases are required to file the return by July 31, 2019 while for audit cases including corporate it will be September 30, 2019. There is penalty provision for late filing. For example, penalty of ₹5,000 will be levied if returns are filed after July 31 but before or on December 31. This will increase to ₹10,000 if returns are filed after December but on or before March 31 next year. The penalty amount will be ₹1,000 in case of income less than ₹5 lakh.

A good teacher can be defined as someone who always pushes students to want to do their best while at the same time trying to make learning interesting as well as creative. A positive or negative influence from a teacher early on in life can have a great effect on the life of a child. Teachers, especially at the elementary level, must be very creative with their teaching styles. Not every child learns the same way, nor are they interested in the same things. It is difficult to keep the attention of 15-20 children under the age of ten. Classroom setup and design is a good way to get and keep the attention of students. Workstations are a good way to encourage different types of learning. By allowing children a chance to choose which activities they want to participate in, children are taking control of their own education. At the elementary level, children are always learning and sometimes don't even know it. When I was in kindergarten, I can remember playing at the different stations in the classroom. One station was for gardening and we could plant seeds and check them every day to see how much they had grown. Another station in that classroom that sticks out in my mind is the arts and crafts station. There was a large array of crayons, markers, scissors, construction paper and building materials we could use to make pretty decorations to give to our parents for our homes. By choosing which station we wanted to work at, we were becoming much more interested in what we were learning because we were doing what we wanted to do, not what we had to do. By setting high standards for a student, the teacher is encouraging the student to do the same and will eventually...

Most auto policies are for six months to a year. A basic auto insurance policy is comprised of six different kinds of coverage, each of which is priced separately (see below).
This coverage applies to injuries that the policyholder and family members listed on the policy cause to someone else. These individuals are also covered when driving other peoples’ cars with permission. As motorists in serious accidents may be sued for large amounts, drivers can opt to buy more than the state-required minimum to protect personal assets such as homes and savings.
This coverage pays for the treatment of injuries to the driver and passengers of the policyholder’s car. At its broadest, PIP can cover medical payments, lost wages and the cost of replacing services normally performed by someone injured in an auto accident. It may also cover funeral costs.

Sarva Shiksha Abhiyan (, Sarva Shikshā Abhiyān, English: Education for All Movement), or SSA, is an Indian Government programme aimed at the universalisation of elementary education "in a time bound manner", as mandated by the 86th Amendment to the Constitution of India making free and compulsory education to children between the ages of 6 to 14 (estimated to be 205 million children in 2001) a fundamental right. The programme was pioneered by former Indian Prime Minister Atal Bihari Vajpayee.
As an intervention programme, it started on 2002 and SSA has been operational since 2000-2001.[1] However, its roots go back to 1993-1994, when the District Primary Education Programme (DPEP) was launched, with an aim of achieving the objective of universal primary education.[2] DPEP, over several phases, covered 272 districts in 18 states of the country.[3] The expenditure on the programme was shared by the Central Government (85%) and the State Governments. The Central share was funded by a number of external agencies, including the World Bank, Department for International Development (DFID) and UNICEF.[4] By 2001, more than $1500 million had been committed to the programme, and 50 million children covered in its ambit. In an impact assessment of Phase I of DPEP, the authors concluded that its net impact on minority children was impressive, while there was little evidence of any impact on the enrolment of girls. Nevertheless, they concluded that the investment in DPEP was not a waste, because it introduced a new approach to primary school interventions in India.[4]
The Right to Education Act (RTE) came into force on 1 April 2010. Some educationists and policy makers believe that, with the passing of this act, SSA has acquired the necessary legal force for its implementation.[5]

When choosing a policy, it is important to understand how insurance works. Three important components of insurance policies are the premium, policy limit, and deductible. A firm understanding of these concepts goes a long way in helping you choose the policy that best suits your needs.
A policy's premium is its price, typically expressed as a monthly cost. The premium is determined by the insurer based on your or your business's risk profile, which may include creditworthiness. For example, if you own several expensive automobiles and have a history of reckless driving, you will likely pay more for an auto policy than someone with a single mid-range sedan and a perfect driving record. However, different insurers may charge different premiums for similar policies; so, finding the price that is right for you requires some legwork.
The policy limit is the maximum amount an insurer will pay under a policy for a covered loss. Maximums may be set per period (e.g., annual or policy term), per loss or injury, or over the life of the policy, also known as the lifetime maximum. Typically, higher limits carry higher premiums. For a general life insurance policy, the maximum amount the insurer will pay is referred to as the face value, which is the amount paid to a beneficiary upon the death of the insured.
The deductible is a specific amount the policy-holder must pay out-of-pocket before the insurer pays a claim. Deductibles serve as deterrents to large volumes of small and insignificant claims. Deductibles can apply per-policy or per-claim depending on the insurer and the type of policy.
Policies with very high deductibles are typically less expensive because the high out-of-pocket expense generally results in fewer small claims. In regards to health insurance, people who have chronic health issues or need regular medical attention should look for policies with lower deductibles. Though the annual premium is higher than a comparable policy with a higher deductible, less expensive access to medical care throughout the year may be worth the trade-off.

For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.
Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+
BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies.
